FY 1999 Unemployment Insurance Benefits, Timeliness, and Quality (BTQ) Nonmonetary Determination Evaluation Training Seminars

 

  1. Purpose. To announce the FY 1999 BTQ Nonmonetary Determination Evaluation Training Seminars to prepare State Employment Security Agency (SESA) staff to administer the nonmonetary determination evaluation system.

  2. References. ET Handbook No. 301, Fourth Edition, Revised January 1998.

  3. Background. Due to the current high level of demand for training seminars, especially those which may be held outside the Washington, DC area, the FY 1999 training schedule as it is currently known is being issued now to aid in the planning process.

    Beginning with the March 1999 session, it is intended that one seminar will be held each quarter for a total of four seminars annually. One annual session will be held in Washington, DC; the other three at various locations around the country to maximize access.

  4. FY 1999 BTQ Nonmonetary Determination Evaluation Training Seminars.  Five sessions of approximately 25 participants each are planned as follows:

  5. State Nominees. This training is designed to prepare experienced nonmonetary adjudicators to participate in the quarterly tripartite quality reviews. It would also be useful for other nonmonetary adjudicators and BAM investigative staff. However, it is generally not appropriate for new adjudicators. (Note: Two nonmonetary adjudication factfinding training seminars suitable for new adjudicators are planned for FY 1999: one in May 1999 in Washington, DC and the second in August 1999 in California.)

    Nominations for each session will be accepted on a first-come, first-served basis. Although target audiences are identified for the various sessions based on geographic proximity, SESAs may nominate potential evaluators for any session. Therefore, nominations should indicate the applicable session. Nominations for the first two sessions (Atlanta/San Diego) will be accepted through October 9, 1998 and for the third session (New Orleans) through February 12, 1999.

  6. Logistics. Travel arrangements and travel and per diem costs for attendees are the responsibility of the nominee's employing agency. Hotel information for the first three sessions is attached. Logistics information for the other sessions will be provided at a later date.

  7. Action Required. State Administrators are requested to notify appropriate SESA staff of the upcoming BTQ Quality training seminars and provide Regional Office staff with the name of each SESA participant who will be attending, no later than October 15, 1998, for the Atlanta and San Diego sessions and no later than February 12, 1999, for the New Orleans session.
