SUBJECT	:	Benefit Timeliness and Quality (BTQ) Nonmonetary Determination Quality Review Training Seminars

1. Purpose. To announce two September 1998 BTQ nonmonetary determination quality review training seminars for SESA staff.

2. References. ET Handbook No. 301, Revised January 1998, UI PERFORMS: Benefits Timeliness and Quality Nonmonetary Determinations Quality Review.

3. Background. ET Handbook No. 301 requires quarterly reviews of nonmonetary determinations. These reviews are conducted by a review team comprised of at least two nonmonetary determination evaluation experts plus another expert to act as tie-breaker in disputed reviews. The National Office conducts annual seminars to ensure that a cadre of expert review team members are available to conduct the reviews.

4. Participants and Objectives. Two nonmonetary determination quality review training seminars are scheduled in September 1998 for RO and SESA staff who have responsibility for conducting the nonmonetary determinations quality reviews. BAM investigative staff would also find the seminar valuable.

   This will be the same training as provided during 1997. It will provide participants with an overall understanding of the nonmonetary quality review process, the procedures for conducting reviews and the evaluation criteria to be utilized. Actual or recreated case studies are presented to illustrate the review principles.

   The seminars will begin at noon Monday and end at noon Friday. Both seminars will be in Washington, D.C., with the first seminar beginning September 14, 1998, and the second seminar beginning September 21, 1998. Seminar size will be limited to permit more comprehensive discussion. Reservations for each session will be on a first-come/first-served basis. SESAs will be responsible for travel and per diem costs for SESA staff to attend the training sessions. Hotel information will be provided to identified participants at a later time.

5. Action Required. State Administrators are requested to notify appropriate SESA staff of the upcoming BTQ quality training seminars and to provide RO staff with the name, title, and session preference of each SESA nominee who will be attending, no later than July 21, 1998.
