SUBJECT

Benefit Payment Control (BPC) Investigators Training Materials

 

  1. Purpose.  To advise State Employment Security Agencies (SESAs) of the distribution of training materials for BPC investigators.

  2. Reference. UIPL 16-98, UIS Information Bulletin 2-96.

  3. Background.  The Unemployment Insurance Service (UIS) National Office has entered into cooperative agreements with two SESAs to perform projects that will provide training in the area of BPC. (See UIS Info Bulletin 2-96.)

    The Overpayment Recovery project is being conducted by the California Employment Development Department. In-person training has been scheduled for June 1998, as announced in UIPL 16-98.

    Utah Workforce Services is conducting the Overpayment Determination and Investigation project designed to assist SESAs to improve methods for the detection and investigation of benefit overpayments. Utah solicited feedback from SESAs to identify their investigators' training needs. Based upon comments received, Utah has developed a CD-ROM for beginner training and a set of videos for advanced training.

  4. Distribution of Materials. Distribution of the training materials for the Overpayment Determination and Investigation project is being made directly to the SESAs and Regional Offices from Utah. Initial distribution will include (1) the CD-ROM with a manual and (2) three of the five videos. The remaining videos will be distributed upon their completion.

  5. Action Required. SESA Administrators are requested to provide this information to appropriate staff.
