SUBJECT	:	A compilation of previously issued questions and answers concerning the implementation of new benefits time lapse and quality (BTQ) measures for Unemployment Insurance (UI) Benefits Operations, with newly answered questions.

1. Purpose. To provide previously issued questions and answers together with additional information requested by State Employment Security Agencies and Regional Offices regarding BTQ implementation.

2. 3. Background. UIPL 33-96 answered questions about the design of BTQ and about its implementation. Further questions about the BTQ measures came up during training sessions. UIPL 33-96 is rescinded by this document, which provides answers to all BTQ questions in one accessible format.

4. Action Required. SESA Administrators are requested to distribute the attached questions and answers to State BTQ reviewers and to appropriate data processing staff as well as the staff responsible for the new BTQ reports.
