Unemployment Insurance (UI) Revenue Quality Control (RQC) Implementation Meetings for Regional Team Leaders and State Employment Security Agency (SESA) RQC Staff

  1. Purpose. To announce three RQC implementation meetings for Regional and State RQC Staff. The meetings will be as follows: States in Regions I, II, and III will meet in Washington, D.C., on August 15-17, 1995, States in Regions IV, V, and VI will meet in Charleston, South Carolina, on August 9-11, 1995, and States in Regions VII, VIII, IX, and X will meet in San Diego, California, on September 19-21, 1995.

  3. Background. These meetings will provide SESA RQC Reviewers with information and an opportunity for input and discussion regarding the mandatory implementation of RQC. The primary objective of these meetings is to identify any necessary changes to be made in the final RQC Handbook prior to the January 1, 1996, full implementation date. The following topics will be presented and discussed:

    Identification of any potential problem areas in the Systems Reviews and Acceptance Samples,

    Sharing information on best practices as discovered through the RQC Method Survey reviews and the identification of exemplary practices,

    Discussion of various techniques utilized by RQC reviewers for implementation of the RQC Program.

    The implementation meetings have been divided into three multi-regional sessions to facilitate participation and input from SESA staff including the tax administrators who may wish to attend as well as the RQC reviewers.

  4. Meeting Arrangements. The meeting for States in Regions I, II, and III will begin at 8:30 a.m., Tuesday, August 15, and conclude at approximately noon on Thursday, August 17. The meeting will be held in Seminar Room 6, C-5515, U. S. Department of Labor, 200 Constitution Avenue N.W., Washington, D.C. A block of hotel rooms has been reserved for attendees at the Capitol Hill Holiday Inn located at 415 New Jersey Avenue N.W., Washington, D.C., telephone number (202) 638-1616. Reservations should be made no later than July 24, 1995.

    The meeting for States in Regions IV, V, and VI will begin at 8:30 a.m., Wednesday, August 9, and conclude at approximately noon on Friday, August 11. The meeting will be held at the Sheraton-Charleston Hotel, Charleston, South Carolina, telephone number (803) 723-3000. A block of hotel rooms has been reserved for attendees, and reservations should be made no later than July 6, 1995.

    The meeting for States in Regions VII, VIII, IX, and X will begin at 8:30 a.m., Tuesday, September 19, and conclude at approximately noon on Thursday, September 21. The meeting will be held at The Westgate Hotel located in downtown San Diego, telephone number (619) 232-4526. A block of rooms has been reserved for attendees, and reservations should be made no later than August 15, 1995.

  5. Action Required. SESA Administrators are requested to:

    1. Advise appropriate staff of their designated meeting.

    2. Advise staff that the Regional Office (RO) will be requesting copies of the completed Systems Reviews, Method Surveys, Program Review Findings Charts, and final reports in advance of the meeting so that exemplary practices, compensating controls, and any areas of inconsistency can be incorporated into panel discussions to be conducted during the meetings.

    3. Advise staff to prepare comments and issues regarding the System Reviews, Acceptance Samples, and report of findings to present to RO staff.

    4. Provide staff with any comments or concerns you may have regarding the topics so that such comments can be presented at the meeting.
