SUBJECT	:	Revised Appendix B--Computed Measures for the Draft Revenue Quality Control (RQC) Operations Handbook

1. Purpose. To provide State Employment Security Agency (SESA) Staff an updated version of Appendix B--Computed Measures for the draft RQC handbook.

2. References. UIPL No. 32-94 (6/24/94), UIPL No. 42-94 (8/16/94), ET HANDBOOK No. 401, 2nd Edition, Change 5 (10/11/94).

3. Background. All SESAs have been trained in the RQC methodology and are currently using the draft handbook dated July 1, 1993. That version of the handbook indicates that the ETA 581 Report, Contribution Operations, is used as the source for most of the data elements used in the RQC computed measures. Although the data elements needed were listed, their actual data item names and numbers from the ETA 581 could not be shown until the ETA 581 form was changed. The ETA 581 report was recently revised (10/11/94) with the release of Change 5 to Handbook No. 401.

4. Revisions. The following summarizes the major changes made to Appendix B:

   • The ETA 581 Item numbers arenow indicated for each measure in all tax functions.

   • In the Report Delinquency section three additional measures have been added to separate reimbursing employers and contributory employers.

   • In the Collections section the new data element defined by RQC as "doubtful" receivables has been added into measures B, C, F and G.

   • In the Field Audit section appropriate changes were made to measures A and C to include "Total wages--Pre-Audit" and "Total wages--Post-Audit" respectively.

5. Action Required. SESA Administrators are requested to provide copies of this directive to the RQC reviewers and tax staff.
