Distribution of Materials for the Unemployment Insurance/Quality Control (UVQC) Program Improvement Clearinghouse

  1. Purpose. To distribute UI/QC program improvement (PI) study reports and related material to the State employment security agencies (SESAs).

  2. References. UIPL 45-88 (June 15, 1988) and UIPL 37-91 (August 21, 1991).

  3. Background. Since June 1988, the National Office has distributed a large number of PI study reports and related materials to the SESAs under the UI/QC PI Clearinghouse. This information exchange is geared to occasional direct mailings of small PI reports (approximately 15 pages of text) to all SESAs and to other interested parties. Larger study reports are made available by way of a Clearinghouse bibliography which lists studies that are available from respective SESAs.

    Participation in the Clearinghouse is voluntary. All SESAs may use this vehicle for sharing results of UI program studies and other planned actions to improve UI benefit payment operations. (More information about the Clearinghouse is provided in UIPL No. 45-88.)

  4. Distribution. One small PI study report from Montana, and eight study report summaries from Alaska, California, Idaho, Mississippi, Oregon (3), and Utah accompany this directive in Attachment A.

    Attachment B is a supplement to the Clearinghouse bibliography, listing full reports available from the States above, for whom summaries were included in Attachment A, and for the State of Nevada.

    The bibliography provides the names of contact persons, along with addresses and telephone numbers, from whom SESAs may secure additional information about the PI studies.

  5. Authorization of Clearinahouse Distribution. When a SESA submits a study report or other PI material to a RO, it should indicate whether or not the RO may put its material into the UI/QC Clearinghouse. The National Office will interpret such authorization as permission to include small reports in mailed distributions and to list larger ones in the bibliography.

  6. Action Required. Please assure that this Clearinghouse mailing is shared with your UI Quality Control Supervisor and all other UI staff who might be interested, e.g., UI managers, research staff, and Quality Control personnel.

  7. Inquiries. Questions regarding the Clearinghouse should be addressed to the appropriate RO.
