Transmittal of Video Tape About the Revenue Quality Control (RQC) Design |
Purpose. To transmit a video tape that discusses the background, purpose and implementation plans for the RQC program.

Background. The RQC program has been pilot tested, revised, and issued to State employment security agencies (SESAs) and Regions for comment. Changes are being made, and a separate directive will announce major policy and design decisions.
A period of transition beginning January 1993 has begun for a voluntary phasing in of the RQC program. To date, 49 SESAs have indicated their readiness to commence implementing the design.
A previous directive to Regional Offices announced the formation of four identical training sessions at the U.S. Department of Labor, Washington, D.C. (March 22 through 26, 1993; April 5 through 9, 1993; April 19 through 23, 1993; and May 10 through 14, 1993). A short video has been produced to aid attendees in preparing for the training sessions, as well as for SESA Administrators and tax staff in their understanding of this new program.
The video is a two part presentation which will allow the viewer to initially obtain general information about RQC and stop, or to proceed to the end of the tape for a more complete explanation of the program.
The video will include the following:
Part One: Introduction and Overview
Background and purpose
RQC modules and timing of implementation
Overview of Core RQC
Information on placement and staffing
Core RQC operating procedures
Discussion of contractor's design evaluation
Part Two: Design Details
Who designed RQC
Early design principles
Design approach
What RQC measures
Data collection methods.
Prior to the training, SESA RQC reviewers and ADP staff who are to attend should study the draft RQC Operations Handbook dated July 31, 1992, which was distributed via UIPL 4-93. (Since some revisions are being made to this handbook as a result of comments received from the aforementioned directive, a final draft will be made available at the training sessions, as well as a list of changes made.) Attendees should also view the RQC video. While reading the handbook and viewing the video, trainees should identify issues, or problems they expect to encounter while conducting the RQC review. These issues will be solicited and discussed during training.
Action Required. SESA Administrators are requested to:
Ensure that SESA staff responsible for the RQC program (program staff and ADP staff) are advised of the video.
Encourage trainees to thoroughly familiarize themselves with the RQC Operating Handbook before attending training.
