Evaluation of Claims Filed Under the Interstate Benefit System

 

  1. Purpose. To provide State Employment Security Agencies (SESAs) with a copy of the revised review guide for use in evaluating agent and liable interstate operations.

  2. Contents. Review outline and scoring sheet.

  3. Background. Prior to the inclusion of a number of the interstate program functions, i.e., first payments, non-monetary determination, etc., in the Quality Appraisal Review, there was a required annual review of the interstate agent and liable functions with all SESAs using a prescribed uniform review outline. The results of these reviews provided State Coordinators with the information necessary to assess the quality of service in the interstate program and with information necessary to determine the need for procedural changes, etc.

    In the late 1970s, the annual interstate program review was made optional. As a result, most SESAs eliminated a detailed review of interstate operations, thereby eliminating this source of valuable information. A number of SESAs recognized that the loss of information presented a problem in monitoring the interstate program and requested the Interstate Conference of Employment Security Agencies' (ICESA) Interstate Benefit (IB) Committee to develop a uniform review instrument for use in evaluating all of the services and functions of the interstate program.

    This review guide was developed by a workgroup of SESA staff convened by the IB Committee in consultation with ETA and was issued as UIPL 24-88. This revision is to accommodate form changes since that time.

  4. Suggested Use. This review guide can be used in whole or part; however, it is suggested that each State's Interstate Program Coordinator conduct a total program review annually to insure that all IB procedures are correctly and effectively implemented.

  5. Action Required. State Administrators are requested to make a copy of this review guide available to the Interstate Program Coordinator and other appropriate staff.

  6. Rescissions. Remove and destroy the previous edition of the review guide attached to UIPL 24-88.

  7. Inquiries. Any inquiries should be directed to the appropriate Regional Office.
