SUBJECT	:	Experience Rating Index

1. Purpose. To publish the Experience Rating Index (ERI) for 1988-1990 along with analysis of changes provided by State Employment Security Agencies (SESAs).

2. Reference. UIPL No. 30-91.

3. Background. The referenced UIPL gives background information concerning the Unemployment Insurance Experience Rating Index (ERI). In addition, SESAs were requested to review and correct any erroneous data and to analyze large changes in the ERI. The data shown should be considered final.

4. Discussion. Attachment I shows the ERI for all three rate years. Attachments II-IV show the corrected components for calculating the ERI by State for rate years 1988-1990. Attachment V contains the States' analyses regarding changes in their ERIs.

   Later this year solicitation will be made, through a Federal Register Notice (FRN), for comments on the construction of the ERI, possible revisions of the formula, and potential uses of the index. Comments already received will be considered along with those received in response to the FRN.
