Unemployment Insurance Service Quality Control State Operations 1991 Table of Random Numbers |
Purpose. To provide State employment security agencies (SESAs) with the Table of Random Numbers to be used during calendar year (CY) 1991 when selecting the Quality Control (QC) sample cases.
References. ET Handbook No. 395, Benefits Quality Control Operations Handbook for the Unemployment Insurance Quality Control (UIQC) Program.
Background. The QC cases selected each week are sampled using specifications provided in Handbook 395. A key variable to assure statistical reliability is the weekly use of a unique random number. This number is used to determine the first case to be sampled.
ET Handbook No. 395, Chapter III, Section 3.e.(1) page III-7 indicates that the random numbers are provided by the National Office. This UIPL and attachment establishes the table of random numbers for the CY 1991.
Instructions. SESAs QC Units must use the attached table to determine the number to be used for pulling samples randomly for CY 1991.
Action Required. SESA Administrators should provide the above instructions and the attached revised Table of Random Numbers to the appropriate UIQC staff for implementation.
