FROM

DONALD J. KULICK

SUBJECT

:

Unemployment Insurance (UI) Quality Control (QC) Policy for Clock Run Programs on the PRO 380 Computer

  1. Purpose. To establish policy regarding State clock run QC programs and the time periods during which the National Office will have access to the State Employment Security Agency UI QC PRO-380 computer to perform the automated pick up of data.

  2. Reference. ET Handbook No. 395, Benefits Quality Control State Operations Handbook for Unemployment Insurance; ET Handbook No. 400, Unemployment Insurance Service Quality Control ADP User's Guide.

  3. Background. Since June 19, 1986, the National office has been picking up comparison report data from the State QC computer. Beginning in March 1989, the National-Office began the automated pick up of State QC data bases and in the future will electronically transmit Interstate Investigator requests and other SESA to SESA correspondence. This process is accomplished between 11:00 PM and 5:00 AM, local time.

  4. Policy. SESA. QC Units should not schedule clock timed computer runs between the hours of 11:00 PM and 5:00 o'clock AM on the Pro 380 computers, and in the future, on the Sun 3/60 computers. This will prevent possible access conflicts or potential loss of data.

  5. Action Required. State Administrators are requested to Distribute this policy to appropriate staff and insure that this directive is followed by the SESA Quality Control Unit.

  6. Inquiries. Questions should be directed to the appropriate Regional Office.
