Clarification of On-going Procedures for Monthly Certification of Reed Act Obligation and Deobligated Amounts |
Purpose. To inform States of the due date for monthly letters to the Employment and Training Administration (ETA) certifying new Reed Act obligation and deobligated amounts subsequent to November 30, 1989.
Reference. UIPL No. 5-90.
Background. The referenced program letter, under 5. b., On-going Procedures, instructed States incurring new Reed Act obligations subsequent to November 30, 1989 and desiring to set aside such amounts in their Trust Fund Reed Act sub-accounts, to certify to ETA by letter on a monthly basis all new obligation amounts and any deobligated amounts. The due date for receipt of monthly letters was inadvertently omitted.
Due Date and Action Required. States certifying new Reed Act obligation amounts and any deobligated amounts subsequent to November 30, 1989 must forward letters to ETA by the tenth business day of the month following the month in which the transaction occurred. The letter must specify the effective date of each obligation or deobligation and identify the corresponding appropriation(s) and/or related obligation(s) by amount and effective date. A Form ETA 8403, Title IX Funds ("Reed Act" Money) for the appropriate month must also be forwarded at the same time.
