The Unemployment Insurance (UI) Quality Control (QC) Training Center

 

  1. Purpose. To advise State Employment Security Agencies (SESAs) of the establishment of the QC Training Center.

  2. Background. The Department of Labor (DOL) has signed a cooperative agreement with the State of Minnesota to provide an Unemployment Insurance Quality Control Training Center. The agreement extends through Fiscal Year 1991 with an option to renew for one additional year. The Training Center is located in St. Paul, Minnesota.

  3. Training Center Operations. Training sessions will concentrate upon the use of current and future QC hardware and software. Classes will address use of the ADP system by SESA QC staff.

    The QC Training Center will be staffed by instructors who have working experience in the QC program. These staff will be conducting most of the training throughout the year. The facility will also be made available for QC ADP training by DOL staff or software/hardware vendors.

    The training sessions will vary in length. Classes will be held throughout the year and will include classroom and "hands on" training in the use of the computer systems.

    Enrollment in classes will be voluntary. The Department will issue a needs assessment to identify those training topics which would be most timely and useful to SESA staff. Specific information regarding course descriptions and procedures for nominating trainees will be issued. Topics which are easily learned through the use of selftraining packages and/or DOL manuals will not be addressed by the QC Training Center.

  4. Logistical Support. A contract has been signed with Information Data Systems, Inc., to handle travel arrangements and costs for State employees attending selected classes.

  5. Action Required. SESA Administrators are requested to advise SESA staff the establishment of the QC Training Center.
