Purpose. To announce the Department of Labor's (DOL) plans to conduct an evaluation study of service delivery areas (SDAs) that have successfully integrated year-round and summer employment opportunities in transition from the Job Training Partnership Act (JTPA) to the Workforce Investment Act (WIA).
Background. DOL has contracted with Westat, Inc., to conduct an evaluation of select SDAs that have successfully integrated or have comprehensive plans for integrating year-round and summer employment opportunities in transition from JTPA to WIA. The purpose of the study is twofold: (1) to document what is occurring and the progress being made by these SDAs in developing a more comprehensive strategy for serving youth; and (2) to produce a technical assistance guide (TAG) based on the lessons learned from the SDAs.
It is envisioned that information gathered from this study will assist States and SDAs who may need additional guidance and assistance in meeting the requirements for implementing comprehensive youth activities under WIA. ETA plans to conduct an indepth look at selected SDA operations and practices, including examples of effective approaches.
Selection of SDAs. ETA Regional Offices nominated twenty SDA sites and nine were selected for inclusion in the evaluation study.
SDA sites were selected based upon the following criteria: (1) the extent to which SDAs have integrated the summer youth and year-round programs; and (2) SDAs' plans for providing comprehensive service strategies for serving youth envisioned by WIA. The following nine sites were selected:

Action Required. States are requested to:
Inform the SDAs listed above of their selection to participate in this evaluation; and
Advise SDAs that Westat will contact them directly to gather the desired information necessary to conduct the study.
