SUBJECT : Program Year (PY) 1997 JTPA SPIR National Data Books, State Data Books, CD-ROMs, and Web Site

  1. Purpose. To transmit information regarding the release of National and State PY 1997 SPIR (Standardized Program Information Reporting) Data Books.

  2. Background. Information from this national database gives program overseers, stakeholders, and planners the necessary data for ensuring this federally-funded program is meeting its goal of providing a well-trained work force and informs the system about reasonable performance expectations for its job training services. The five categories of SPIR information are:

    1. Demographic characteristics such as age, gender, ethnic groups, and persons with disabilities;

    2. Wage data reflecting earnings levels before and after participation;

    3. Training received by participants including basic education, classroom training and on-the-job training;

    4. Services provided such as counseling and job search assistance; and

    5. Program outcomes including employment status at exit and 13 weeks later, labor force attachment, and wages.

    More than 100 separate data items were collected on each participant in 640 local service delivery locations throughout the nation, the District of Columbia and Puerto Rico. Preliminary PY 1997 data has already been used in the Chief Financial Officer's Report, budget testimony and Government Performance and Results Act (GPRA) Reporting to inform our overseers about JTPA's performance results. A complete explanation of the content and uses for this data will be included in each National Data Book. (Please reference Attachment A for the information.)

  3. Distribution Plan. The full complement of data is now complete and will be disseminated shortly in several formats, including National and State data books, a CD Rom and the OPR Web site (http://www.ttrc.doleta.gov/ETA/research/nation/htm) which contains National and State data as well as other performance management information. The following chart details the distribution plan for these materials:
