SUBJECT : One-Stop System Building Training Sessions

 

  1. Purpose. To announce that Social Policy Research (SPR) will be offering System Building Training sessions to interested States and Local One-Stop Career Center System staff based on SPR's evaluation of the initial One-Stop implementation experience and their "Guide for Practitioners".

  2. References. Training and Employment Information Notice (TEIN) No. 13-97, SPR "Creating Workforce Development Systems That Work: An Evaluation of the Initial One-Stop Implementation Experience" and the "Guide for Practitioners".

  3. Background. In November 1994, and January 1995, nine States were the first to receive funding for implementation of the One-Stop Career Center System. In September 1997, SPR completed their final evaluation report: "Creating Workforce Development Systems that Work: An Evaluation of the Initial One-Stop Implementation Experience." This evaluation documented the progress of the first nine States in planning and implementing their One-Stop Career Center Systems and identified key factors that facilitated or impeded State and local One-Stop systems in furthering the One-Stop guiding principles of universal access, customer choice, service integration and accountability for customer outcomes.

    In November 1997, based on the initial evaluation report, SPR completed the report: "Creating Workforce Development Systems That Work: A Guide for Practitioners". This Guide focuses on the challenges of developing customer-oriented services in a One-Stop environment and provides detailed examples of the different strategies sites have used to address these challenges.

  4. Local, State and Regional Need for Training Sessions. After completing the Final Evaluation Report, SPR collected information from the Regional One-Stop Leads as to whether States and locals would benefit from general One-Stop system building sessions. One-Stop Leads estimated that 20 States that are in the early stages of planning and implementing the One-Stop Career Center system would be interested in and would benefit from a general orientation to One-Stop system-building.

    Regional One-Stop Leads also indicated that a number of States would be interested in and would benefit from more focused One-Stop system building training and information-exchange sessions. Information on training sessions to address these issues will be issued at a later date.

  5. Design and Goals of the One-Stop System Building Training Sessions. To meet the needs of the States and local areas that are beginning the process of One-Stop planning and implementation as well as those that would like to revisit basic One-Stop issues, a two-and-one-half day, multi-regional "Introduction to One-stop System Building" will be held at three sites. A draft agenda is attached. Persons attending these sessions will be provided materials, information and expert presentations based on the "Final Report". These sessions are also intended to support DOL Regional staff and State staff in addressing ongoing system building efforts by:

Who Should Attend Sessions of "Introduction to One-Stop System-Building".  The sessions are designed for "State delegations" consisting of up to ten State and local One-Stop planner/practitioner staff from each participating State and their DOL Regional Government Officers Technical Representative (GOTR). In forming State delegations, it is recommended that each participating State include individuals from both the State and local levels who represent a variety of different One-Stop agency partners and a number of different aspects of One-Stop system-building. All members of a State delegation and their Regional GOTR should plan to attend the same session. States may choose to consult with their Regional GOTR in deciding on their delegation.

    In addition, each session will accommodate up to ten "Peer Trainers" who will be trained as system change "coaches". Peer Trainers are certified by the Enterprise (an ETA-sponsored partnership of Federal, State, and Local Workforce Development Organizations committed to high-performance, customer satisfaction and continuous quality improvement) as skilled trainers in total quality and continuous improvement tools and processes. These Peer Trainers will be available to provide ongoing support to One-Stop States and local areas on a fee-for-service basis.

    Region IV March 11-12-13, 1998 Atlanta, Georgia
    Region I April 14-15-16, 1998 Newport, Rhode Island
