Purpose. To transmit to States instructions for preparation of the JTPA Worker Adjustment Annual Substate Area Report (WASAR) (ETA 9046).
Reference. TEIN 14-93.
Background. Since the Worker Adjustment Program Annual Program Report (WAPR) was discontinued 6/30/93, the Department of Labor is issuing new annual reporting requirements for SSA programs funded under Title III of the Job Training Partnership Act (JTPA). (SSA termination data, formerly captured on the WAPR, is now reported via the Standardized Program Information Report (SPIR) system.)
OMB Approval and Reporting Burden. The WASAR requirements are pending approval by the Office of Management and Budget (OMB) according to the Paperwork Reduction Act of 1980. Upon receipt of final OMB approval, States will be notified to implement this report and will be provided with the OMB Approval No. and expiration date.
Reporting Instructions. The Governor (including single-SSA States) will submit a WASAR listing selected Title III information for EACH SSA in the State, as specified in the instructions for the preparation of the WASAR. This report initially will be used to capture these required data for Program Year 1993, ending June 30, 1994.
Action Required. State Liaisons are requested to distribute the attached instructions to all officials within the State who need such information to implement the WASAR requirements.
Inquiries. Direct reporting questions to John Marshall at 202-219-9147, Ext. 136 or Gail Borchers at 202-219-5487, Ext. 131. ADP system technical processing questions may be directed to Robert Horstman at 202-219-4336, Ext. 118.
