Purpose. To transmit, under separate cover, the Leaders of Change! compendium.
Background. Three national Workforce Development Forums, sponsored by the Department of Labor, Interstate Conference of Employment Security Agencies, and the Texas Employment Commission, conducted between March and August 1993, brought together over 700 front line representatives from the workforce development community. Workforce participants heard nationally recognized speakers outline the workforce development challenge, viewed state-of-the art technology, and shared ideas in workshops. This compendium of successful workforce development projects in the areas of collaboration, empowerment, and systemic change is an update of both the projects presented at the workshops and an earlier version of this publication which was distributed at the Forums. This compendium is an acknowledgement of the accomplishments of the leadership and staff of the SESAs and the various partners for progress in business, labor, education, and governments who are working together in communities throughout the Nation to find new and better ways to prepare the American workforce to meet the demands of the labor markets of the future. The USES appreciates their participation and contributions to this effort and is proud to make this publication available to highlight these accomplishments.
Distribution. Copies of the compendium are being provided under separate cover to all State Liaisons for distribution as follows:
JTPA Liaisons should send each Service Delivery Area five (5) copies each;
State Worker Adjustment Liaisons should receive five (5) copies each; and
State Employment Service Administrators should send one copy to each local office.
