SUBJECT : Volume I of a Series of Performance Standards Manuals

  1. Purpose. To alert States, Service Delivery Areas (SDAs) and Substate Areas (SSAs) of the transmittal of Volume I, Performance Standards 101, of a Series of performance standards manuals.

  2. Background. Volume I - Performance Standards 101 was developed by the Employment and Training Administration to be easily utilized by JTPA Managers as well as JTPA technicians. The user-friendly manual was disseminated throughout the JTPA system at the end of December 1993. Individuals representing all segments of the JTPA system have been involved with the creation of this document to ensure its utility.

    Performance Standards 101 has been written consistent with the basic premises of "computer-assisted instruction" so that an individual may literally be "walked through" the learning process.

    Volume I provides a thorough background on the basis of performance standards and performance standards systems. This volume is designed to explain performance measures and standards, sampling, and the Department's sampling methodology, and incentive funds and inventive policies, in addition to other areas of a basic, yet critical nature. This manual contains quizzes, answer keys, a cumulative test at the end, and an index similar to what would be found in the back of a college textbook. The existence of the extensive index transforms the manual from a mere instructional aid to a reference tool as well. It also increases the utility of the manual so that it is not just an aid for performance standards "novices," but performance standards "experts" as well.

    Volume II entitled, Performance Standards Adjustments, will be available at a later date and will explore adjustments in-depth building on the foundation established in Volume I. Volume III entitled, Planning and Managing with Performance Standards, will explain the types of data available and how the data can be made useful. It is our intention that all volumes will be written in a non-bureaucratic, sometimes humorous, style.

    ETA expects this manual to be a "living document." Therefore, as policy changes emerge, Region II, which developed the manual, will transmit replacement pages for the manual throughout the JTPA system via the USDOL Regional Offices.

    ETA is providing for the distribution of this manual to each SDA in addition to the recipients of this directive.
