SUBJECT : Employment and Training for America's Homeless: Report on the Job Training for the Homeless Demonstration Program

  1. Purpose. To notify the States of the availability of a new publication -- "Employment and Training for America's Homeless: Report on the Job Training for the Homeless Demonstration Program." The report details the results of an evaluation study of the Job Training for the Homeless Demonstration Program (JTHDP) conducted pursuant to Section 736 of the Stewart B. McKinney Homeless Assistance Act. It was written under the direction of the Employment and Training Administration (ETA) by James Bell Associates, Inc., of Arlington, Va.

  2. Background. This document presents the results of the JTHDP from its inception in September 1988 through April 1992, and assesses its implications for providing effective employment and training for homeless persons in the United States.

    It address four major questions: (1) Who does the program serve? (2) How does it serve these participants? (3) What are the outcomes for participants and costs related to serving them? and (4) What lessons have we learned about providing job training services to homeless individuals and what might be done in the future to better serve this population?

    The report was transmitted to the President, the Congress, and the Interagency Council on the Homeless on November 12, 1993.
