States will be responsible for providing partner agencies and local areas with reporting requirements and due dates to meet the state level requirement for submitting report data no later than 45 days after the end of each reporting quarter. After the state certifies its reports as complete and accurate by entry of the assigned PIN, they are available for ETA Regional Office review. In that process, regional offices will frequently be in communication with the states in a continuing effort to maximize data integrity and to resolve concerns. Only the state can modify TCRS reports.
To gain access to the TCRS a user must enter a password and a personal identification number (PIN) to certify the state's reports. Each State Workforce Agency (SWA) should designate a primary and secondary contact that will be granted access to the TCRS to complete quarterly reporting. The primary contact person is the person who has signatory authority for the tax credit reports. The primary contact will be assigned a password and a PIN to certify the state's quarterly reports. The secondary contact person will be the individual who is responsible for preparing and entering report data to the TCRS. The secondary contact will be allowed to use the state's assigned password.
Each SWA will need to provide agency and contact information to establish a user account in the TCRS. The information required includes the contact person's name, title, agency address, telephone number, fax number, and most importantly, e-mail address. A data form is attached to this TEGL. Please send it to the ETA contact listed below as an attachment to an e-mail message. Please note there are only one primary and one secondary contact per state. It is a matter of state discretion to share the required password and/or PIN with other staff to complete state reporting. Information for primary and secondary contacts should be e-mailed to oabina@doleta.gov no later than January 15, 2003.
5. Action Required. States are required to submit WOTC/WtWTC reports using the Tax Credits Reporting System, beginning with data for the quarter ending September 30, 2002, which is due to be submitted no later than January 30, 2003. Thereafter quarterly reports will be due 45 days following the end of each quarter. State Workforce Liaisons are requested to provide this TEGL to all WOTC State Coordinators within the state who need such information to comply with the new reporting requirements of the TCRS.
