Trade Adjustment Assistance (TAA) and North American Free Trade Agreement - Transitional Adjustment Assistance (NAFTA-TAA) Financial Status Report/Request for Funds (Form ETA-9023)

 

  1. Purpose. To transmit the revised Form ETA 9023 and Instructions.

  2. References. The Trade Act of 1974, as amended, regulations at 20 CFR 617.

  3. Background. The Employment and Training Administration (ETA) has recently received approval from the Office of Management and Budget(OMB)for the extension of the TAA and NAFTA-TAA Form ETA 9023 until December 31, 1999. This report should be used in lieu of the Standard Forms 424, 424A, and 269A which are required under OMB Circular A-102. ETA has determined that a continued exception to OMB Circular A-102 is necessary in order for the Department to properly manage the TAA and NAFTA-TAA programs in accordance with statutory requirements contained in the Trade Act of 1974, as amended.

  4. Content Changes. Form ETA-9023 has only minor content changes which will not increase the workload of a State Employment Security Agency (SESA). The two major changes were (1) the addition of a program line, and (2) the replacement of the agreement number line with a fiscal year funding line. These changes simplify the form by allowing the State to designate whether the report is giving the status of TAA or NAFTA-TAA funds, rather than an agreement number, which is less significant in tracking fund usage, and requiring the State only to indicate in which fiscal year the funds were received.

  5. Action Required. State Administrators are requested to transmit the Form ETA-9023 and Instructions to appropriate staff.

  6. Inquiries. Inquiries regarding TAA and NAFTA-TAA funding should be directed to the appropriate Regional Office.
