Reporting of Data on the Emergency Unemployment Compensation (EUC) Program

 

  1. Purpose. To restate directions that separate EUC reporting is no longer necessary except for the financial reporting on the ETA 2112; to ask States to examine the volumes, if any, of residual EUC activity; and to advise States on the disposition of EUC records.

  2. Reference. GAL 4-92, GAL 12-92.

  3. Background. The EUC program ended on February 5, 1994, with no benefits payable for weeks of unemployment after April 30, 1994. The EUC reporting instructions contained in GAL 4-92 and the consolidation of changes to it published in GAL 12-92, stated "Reporting for all reports except the ETA 2112 will continue for twelve full months or four full quarters after the last payable week of the EUC program. For those reporting periods in this post-EUC time frame, only reports which have non-zero data need be submitted. Reporting for the ETA 2112 should continue for as long as there is activity." Many States continued separate reporting long after it was required. However, a number of States continued to submit zero filled reports or reports where numbers are insignificant. Some reports with significant volumes are reported that are highly questionable.

    While it is theoretically possible for some States to have minor amounts of weeks claimed, weeks compensated, benefits amounts, and even first payment and final payment activity as a result of appeals cases finally being decided, it seems highly unlikely that there should be any initial claims activity. Investigation of some recently submitted data showed that the State data reported was for an internal State program, not EUC, but no one in the State had questioned why there was such a high volume of EUC activity. States should question and investigate unreasonable data.

  4. Action Required. Please inform appropriate staff that, except for the ETA 2112 EUC version, reporting of EUC activity on separate EUC reports should be discontinued. The very low volumes being experienced should be combined with the regular program data and a comment on the EUC volumes should be put in the comments section. If volumes are not extremely low, the data should be investigated before reporting with regular data.

  5. Records Retention. Unless otherwise noted in specific instructions, source data supporting counts should be retained for at least three years.
