Purpose. To provide specific procedural guidance to States regarding the use of the Conditional Certifications Issued (ETA 9057) and Certification Workload and Characteristics of Certified Individuals (ETA 9058) Work Opportunity and Welfare-to-Work Tax Credits quarterly report forms during the authorization lapse effective July 1- September 30, 1998.
References. The Taxpayer Relief Act of 1997 (P.L. 105-34); ESPL No. 7-98, dated April 27, 1998; ETA Handbook No. 408, Draft Second Edition, June 1998.
Background. The WOTC program's legislative authority expired COB June 30, 1998, >with the Welfare-to-Work Tax Credit expiring on April 1999. Quarterly report forms 9057 & >9058 are scheduled to expire COB July, 31, 1998, but a formal request to extend their authorization has been submitted to OMB. OMB's regulation implementing the Paperwork Reduction Act (see 5 CFR 1320.10(e)(2)) allows for the extended use of expiring forms while undergoing OMB review.
Information. Although quarterly report forms 9057 & 9058 show an expiration date of July 31, 1998, SESA's may continue to use both forms until further notice.
Inquiries. Direct all questions to the appropriate Regional WOTC/WtW Coordinator.
