About the Study
In 2014, the Chief Evaluation Office (CEO) partnered with the Office of Federal Contract Compliance Programs (OFCCP) and funded contractor Abt Associates to conduct the OFCCP Community-Based Organization Outreach Evaluation under the Advancing Behavioral Interventions in Labor Programs portfolio of studies. In 2015, researchers examined the status and needs of OFCCP’s network of community-based organizations (CBO) through a web-based survey of over 500 community representatives from stakeholder organizations and their employees and identified opportunities to strengthen the network. Based on the findings of 326 respondents, researchers designed and implemented a pilot communications campaign that would increase OFCCP’s engagement with community stakeholders.
As part of the communications campaign, called “Opening Doors of Opportunity,” researchers sent monthly e-mails to stakeholders―including all the surveyed CBOs as well as more than 2,000 representatives of American Job Centers (AJCs)―highlighting specific OFCCP objectives and resources. The e-mails included links to a newly designed landing page created as part of the campaign. Additionally, researchers sent two versions of each monthly e-mail to test messaging strategies.
This Department of Labor-funded study was a result of the annual process to determine the department’s research priorities for the upcoming year. This Department of Labor-funded study contributes to the labor evidence-base to inform employer compliance programs and policies and addresses departmental strategic goals and priorities.
