Electronic Form Now Available for Submission of
Davis-Bacon Wage Survey Data
WASHINGTON — The U.S. Department of Labor announced today a new web site that allows participants in Davis-Bacon prevailing wage surveys to easily and securely submit data using an electronic Form WD-10 (Report of Construction Contractor's Wage Rates).

The Davis-Bacon Act applies to contracts over $2,000 to which the United States or the District of Columbia is a party for the construction, alteration, or repair of public buildings or public works. It requires that contractors or their subcontractors must pay workers employed directly upon the site of the work no less than the locally prevailing wages and fringe benefits. The Davis-Bacon Act directs the Secretary of Labor to determine such local prevailing wage rates.
The Labor Departments Wage and Hour Division determines local prevailing wage rates using the data submitted voluntarily on the WD-10 form by construction contractors, unions, and associations during statewide surveys of construction projects.
Until the implementation of the electronic WD-10, participants of Davis-Bacon prevailing wage surveys could only submit data on a paper WD-10 form and had to mail the forms to the Wage and Hour regional office conducting the survey.
"The electronic WD-10 brings the procedure of submitting wage survey data into the 21st century and will save participants time in the process, said Tammy D. McCutchen, Wage and Hour Administrator. The availability of electronic submission should increase participation in the process, and that will lead to more accurate and timely wage determinations.
The new web site maintained by the department's Wage and Hour Division uses web encryption to guarantee that the information submitted is protected from unauthorized access during transmission.
Results of Davis-Bacon wage surveys are published in Davis-Bacon wage determinations that are available electronically at http://www.access.gpo.gov/davisbacon.
