Guidance Search
The Department of Labor provides this guidance search tool as a single, searchable location where users may search for guidance issued by any of the Department’s agencies, including significant guidance documents under Executive Order 12866. Individual guidance documents are maintained on the various agency websites, and if you know what agency you are looking for, you may also find guidance by navigating directly to that agency’s website. The Code of Federal Regulations and the Federal Register, which are not maintained by the Department, also include some of the Department’s interpretations of law and similar material.
The Department and its agencies issue guidance to provide clarifying information and technical assistance to the public on existing statutory and regulatory rights and obligations, inform the regulated community about best practices, and provide other useful information. The contents of these documents do not have the force and effect of law and are not meant to bind the public in any way, except as authorized by law or incorporated into a contract, cooperative agreement, or grant.
Members of the public may petition the Department to modify or withdraw specific guidance documents. To petition for a significant guidance document to be created, modified, reconsidered, or rescinded, email the Department of Labor.
Petitions to Modify or Withdraw a DOL guidance document may also be submitted by mail at the address below. Petitions should identify the specific guidance document by name and include your reason(s) for requesting withdrawal or modification.

Search Tips
- If you are searching using an acronym, try a second search with the acronym spelled out. For example, if you are searching for guidance related to the Davis-Bacon Act, try searching "Davis-Bacon Act" as well as "DBA".
- For more specific results, use quotation marks around phrases.
- For more general results, remove quotation marks to search for each word individually. For example, minimum wage will return all documents that have either the word minimum or the word wage in the description, while “minimum wage” will limit results to those containing that phrase.
Training and Employment Guidance Letter (TEGL) No. 09-23 provides states, territories, and outlying areas with guidance for submission of four-year SCSEP Stand-Alone State Plans, including the submission process and deadline for submission. Note that, while this guidance aligns with the Workforce Innovation Opportunity Act (WIOA) guidance in many instances, this TEGL pertains only to states that are submitting a SCSEP Stand-Alone State Plan for PYs 2024-2027. States that are including SCSEP as part of a Combined State Plan for 2024-2027 should refer to Training and Employment Guidance Letter (TEGL) 04-23 that the Employment and Training Administration (ETA) issued on October 31, 2023 for instructions on submission of Combined State Plans.
Unemployment Insurance Program Letter (UIPL) No. 11-18, Change 2, advises states that in accordance with the Paperwork Reduction Act of 1995, the Office of Management and Budget (OMB) has approved the extension of the ETA 9177 Report (Pre-Implementation Planning Checklist Report Version 1) through July 31, 2026. There is no change in the requirements of the approved collection.
Unemployment Insurance Program Letter (UIPL) No. 07-24 advises states of sequestration rules for FY 2024 to ensure State Workforce Agencies (SWAs) apply these rules to mandatory Unemployment Insurance (UI) programs.
Training and Employment Guidance Letter (TEGL) No. 08-23 announces the availability of $9.5 million to assist SCSEP state and territory grantees with IT implementation and support costs related to the Department of Labor transition and implementation of the new Grantee Performance Management System (GPMS) case management tool. These grants will be funded through SCSEP recaptured funds.
Unemployment Insurance Program Letter (UIPL) No. 20-20, Change 1, provides states with instructions for reconciling funding under Section 2105 of the CARES Act, as amended: Temporary Full Federal Funding of the First Week of Compensable Regular Unemployment for States with No Waiting Week.
Training and Employment Guidance Letter (TEGL) No. 16-22, Change 1, provides clarification/updates to the ETA-9130 financial reporting guidance contained in Training and Employment Guidance Letter (TEGL) No. 16-22.
Unemployment Insurance Program Letter (UIPL) No. 16-23, Change 1, rescinds revised Appendix E of ET Handbook No. 407 and Unemployment Insurance Program Letter (UIPL) No. 16-23, Issuance of Revised Appendix E of the Employment and Training (ET) Handbook No. 407.
Training and Employment Guidance Letter (TEGL) No. 06-23, Change 1, conveys additional Fiscal Year (FY) 2024 WOTC funding allotments and application requirements for State Workforce Agencies (SWAs), based on funding appropriated through a continuing resolution (CR) through February 2, 2024. The rest of TEGL No. 06-23 remains the same.
Training and Employment Guidance Letter (TEGL) No. 07-23 advises and provides clarity to State Workforce Agencies or agencies designated by Governors as “Cooperating State Agencies” (CSAs or “States”) on the ongoing required activities under the TAA Program pending reauthorization.
Unemployment Insurance Program Letter (UIPL) No. 05-24 announces the Department of Labor’s (Department’s) interpretation concerning the application of state finality laws to temporary UC programs created under the Coronavirus Aid, Relief, and Economic Security (CARES) Act, as amended.
