My dear Mr. Secretary:
I, of course, appreciate the considerations which led you to urge the extent ion of clemency to Debs, but I am sorry that my judgment differs from yours in the matter and that I do not deem it wise to pardon him. I always differ from you with hesitation and regret, greatly trusting your judgment as I always do.
