My dear Mr. Secretary:
I have your letter of September eighteenth about the copper matter and note your suggestion that the claim of the Shannon Copper Company "should be paid out of my fund." Unhappily, I regard that fund as absolutely exhausted so far as my power to draw upon it is concerned under the law which appropriated it, and suggest that the best and most legitimate method of meeting this claim is ti submit the claim to the Congress. You will no doubt be able to suggest the right channel for doing this.
Thank you very much for your full account of the difficulties involved. It seems to me that the matter was handled as well as it could be in the circumstances.
