My dear Mr. Secretary:
I deeply and warmly appreciate your kind letter of July twenty-ninth, and thank you also very much indeed for the memorandum which you have so carefully prepared for my information regarding the coal situation.
I find myself in accord with the conclusions which you reach and would be very much obliged if you would advise me as to the best way to do what you suggest, to call the scale committees of the operators and miners of the Central Competitive Field into conference with a view to straightening out the difficulties and requiring them jointly to assume responsibility for any changes that are made in the contract.
