My dear Mr. Secretary:

The enclosed memorandum, as you will see, is not new. It has been lying on my desk for some time, and much of the subjust matter of it was covered in our recent conversation. I am sending it to you now, in order to get your judgement with regard to paragraphs three and four, which I would very much appreciate.
