Dr. Garfield told me yesterday that you had approved, In principle at any rate, of such a recommendation as the enclosed, proposed by Mr. Neale. I would be very much obliged to you if you would indicate whether you think I ought to say substantially what Mr. Neale has outlined for me in the enclosed.
