My dear Mr. Secretary:

Thank you for your letter of June fifteenth. I have taken pleasure in signing the admirable statement which you were kind enough to prepare for me. I think that probably a "statement" is better than a proclamation, and I am sure that Mr. Creel's committee will be willing to handle this statement for you in any way that you think best.
