My dear Mr. Secretary:
Here is a letter from some of the coal operators proposing a certain modification of the basis for a three-year "truce," upon which I should very much like your opinion. I need your advice about the whole situation and would be very glad indeed if I might see you about it tomorrow morning at ten o'clock if convenient to you.
