My dear Mr. Secretary:

After receiving your letter of August thirty-first, I had an interview with Judge Covington upon his return from his Western trip, and upon hearing what he had to say asked him to see you and lay before your certain considerations which he thought important and which I think important about the proposed commission of inquiry. I have, therefore, delayed in expressing a judgment about the programme you submit in your letter of August thirty-first, and write now to ask if you feel inclined to modify your suggestions in view of what Judge Covington has to report.
