My dear Mr. Secretary:

I have your report, with the action taken and the results accomplished by the Department of Labor, in the matter of caring for the officers and crews of the Austrian vessels lying in the ports of the Continental United States, and I want to congratulate you upon the promptness and success with which the plan of caring for the ships and their men was carried out.
