Under Hodgson's leadership, the Occupational Safety and Health Act was passed by the Congress and signed by the President, greatly expanding DOL's regulatory responsibilities. To stem post-Vietnam war recession, he led a major expansion of employment and training programs through the Emergency Employment Act of 1971.
