Appointed by Ronald Reagan. Led DOL through substantial reductions in staff and budget. Promoted regulatory relief for business through changes in OSHA enforcement practices, Davis-Bacon rules revisions, modification of ERISA rulemaking, new industrial home work rules, and revisions in the federal contract compliance regulations. The Job Training Partnership Act replaced CETA with increased emphasis upon public-private cooperation and decentralization to state and local governments.
