We wish to inform you of the realignment of the Division of Federal Employees', Longshore and Harbor Workers' Compensation (DFELHWC) program. Effective November 22, 2024, the Division of Federal Employees Compensation (DFEC) and Division of Longshore and Harbor Workers’ Compensation (DLHWC), which were merged in 2020, will once again operate as independent programs.
This decision comes after thorough analysis and valuable feedback from our stakeholders. The goal of this realignment is to enhance service delivery, improve operational efficiency, and better serve our claimants and broader community of partners.
Key Benefits of the Realignment:
- Programmatic Autonomy: Each program will now have tailored management approaches, maximizing efficiency and resource allocation for two programs of dramatically different size and mission.
- Risk Management: Operating the programs separately reduces the risk that challenges in one program will affect the other, ensuring greater stability and continuity in services.
- Focused Stakeholder Engagement: Independent program management will enable stronger, more focused engagement and communication efforts with stakeholders specific to each program.
Leadership Updates:
DLHWC (Longshore)
- Director: Antonio (Tony) Rios
- Acting Director: Stephanie Brown
DFEC (FECA)
- Director: Jennifer Valdivieso
- Deputy Director for Program and System Integrity: Tirzah Leiman-Carbia
