Towards Effective Courts and Coordinated Labor Justice

The Towards Effective Courts and Coordinated Labor Justice (TECLAB) project aims to support independent state labor courts created by Mexico’s 2019 Labor Law Reform to administer labor justice in an effective, efficient, and consistent manner.
The Problem
In February 2017, Mexico enacted landmark constitutional reforms to transform its labor justice system into a more transparent and impartial system to better protect labor rights, including freedom of association and collective bargaining. In May 2019, the President of Mexico signed into law the necessary legislation to fully implement the 2017 constitutional reforms. The reform dissolved the conciliation and arbitration boards and established independent labor courts at the state and federal level to adjudicate labor cases. The courts hear cases that are not successfully conciliated or are not subject to conciliation, such as those dealing with fundamental rights, such as discrimination.
Our Strategy
To support Mexico’s state labor courts, TECLAB will:
- Work with state labor courts to improve their case management processes.
- Build the capacity of court operators to ensure that cases are adjudicated in a manner consistent with the law.
- Create a professional network for court officials to share best practices and learn from each other’s work.
- Raise awareness among workers, employers, and the public of the courts’ role in administering labor justice and promote an understanding of Mexico’s new labor justice system.
