The Promoting Quality Jobs in Infrastructure Development project aims to support safe, quality jobs on infrastructure project sites in Indonesia and the Philippines that are financed by Multilateral Development Banks. The project is part of the U.S. Multilateral Partnership for Organizing, Worker Empowerment, and Rights (M-POWER), and advances the goals of the  Partnership for Global Infrastructure and Investment.

The Problem

Infrastructure projects supported by Multilateral Development Banks (MDBs) in transport, energy, telecommunications, and more can require large workforces and involve significant labor risks including occupational health and safety hazards. To advance sustainable economic growth and decent work through these projects with public and private entities, MDBs apply binding environmental and social standards often called safeguards. These safeguards protect freedom of association and collective bargaining, non-discrimination and equal opportunity, acceptable conditions of work, and other internationally recognized labor rights. There are opportunities to improve stakeholder contributions to safeguard implementation.

Our Strategy

The project will work with national, regional, and global unions representing construction and infrastructure workers. Project activities will strengthen the capacity of workers, unions, and other key actors to support the strong implementation of MDB standards on labor and working conditions, with a focus on freedom of association and collective bargaining. It will also support innovative partnerships among workers, employers, governments, and MDBs.
