Enhancing Labor Conciliation in Mexico (ENLACE)

The Enhancing Labor Conciliation in Mexico project aims to support the state-level conciliation institutions established by the 2019 Mexican Labor Law Reform to help workers, unions, and employers prevent and resolve labor disputes in a transparent and efficient manner.
The Problem
In February 2017, Mexico enacted landmark constitutional reforms that aim to transform its labor justice system into a more transparent and impartial system to better protect freedom of association and collective bargaining rights. In May 2019, the President of Mexico signed into law the necessary legislation to fully implement the 2017 constitutional reforms. The reform established federal and state-level conciliation centers as the first step to resolving most labor disputes. The centers work to resolve individual and collective labor disputes between workers, unions, and employers in less than 45 days.
Our Strategy
The ENLACE project works with local conciliation centers in sixteen states to strengthen their case management system and build capacity among staff to help workers, unions and employers resolve labor disputes in a transparent and efficient manner. The project also aims to raise awareness about the conciliation process in workplaces and among the public.
