Building the Capacity of the MAST to Ensure Labor Law Compliance in the Haitian Apparel Sector

The International Labor Organization (ILO) is implementing the MAST capacity building component of the Better Work program to increase labor law compliance in the apparel sector.
The Problem
The Ministry of Social Affairs and Labor (MAST) does not have the capacity to enforce labor laws and address effectively. Lack of resources and inadequate training for labor inspectors restrict enforcement efforts and resolution of labor violations and disputes. MAST’s labor inspectors rarely conduct factory visits, and when they do, they do not use standardized protocols, methods, or effective inspection tools.
Our Strategy
The project’s intended results include the following:
- MAST is more effective in conducting labor inspection in the apparel sector;
- MAST and the Office of the Labor Ombudsperson apply improved technical and soft skills in their mediations; and
- Workers and employers play a more active role in ensuring compliance with labor law in the apparel sector.
The project strategy includes efforts to:
- Improve the quality and efficiency of services MAST provides to employers and workers to ensure enforcement of the labor law;
- Improve mechanisms to prevent and settle labor disputes in the sector; and
- Increase participation of social partners (employers and workers) in the implementation of core labor standards and Haitian labor law.
