Beginning in 1999, the U. S. Department of Labor (DOL) awarded 52 Youth Offender Demonstration Project grants over three competitive rounds to communities to assist youth at-risk of court or gang involvement, youth offenders, and gang members between the ages of 14 and 24 to find long-term employment at wage levels that would prevent future dependency and break the cycle of crime and juvenile delinquency.

 

The Youth Offender Demonstration Project Evaluation Final Report, contained in several volumes, reports cross-site analyses that assessed the demonstration’s success in effectively providing reentry services and employability skills and employment for youth offenders, gang members, and youth at-risk of gang or court involvement.  This report represents Volume One and provides a précis of the overall report; it is divided into three parts: Introduction, Findings, and Recommendations.
