This report summarizes findings from phase II of the three-year study of implementing EDWAA. Findings are based upon experiences of 10 states, 20 sub-state areas, and 10 special projects in Program Year 1990. The report assesses how effectively these providers have furthered EDWAA objectives, including building sub-state area capacities for planning and administering services, ensuring rapid-response capabilities, and coordinating with other service providers.
