This report details the study of a St. Louis, Mo. dislocated-worker project under the Economic Dislocation and Worker Adjustment Assistance Act. The project provided job search and placement, on-the-job and classroom training, and remediation. The report found that while participants earned less than members of a nonparticipant comparison group during four quarters after initial unemployment insurance claim, participants earned significantly more during the following four quarters. Also, participants who received a combination of services earned more in the year after finishing the project than participants who received one service.
