This series of reports responds to three main approaches used in a demonstration to respond to defense downsizing. As no single report could easily meet the informational needs of such a heterogeneous group, the reports were "packaged" into three separate volumes so readers could select the volumes which interested them most. A final volume contained the findings and lessons learned.

This report contains descriptions and an analysis of the projects that attempted to meet the employment and training needs of workers who had lost their jobs in the defense sector.
