This series of reports responds to three main approaches used in a demonstration to respond to defense downsizing. As no single report could easily meet the informational needs of such a heterogeneous group, the reports were "packaged" into three separate volumes so readers could select the volumes which interested them most. A final volume contained the findings and lessons learned.

This report contains descriptions and analysis of the projects that worked with at-risk defense firms to support the firms' efforts to avert laying off workers as part of their conversion strategy.
