This series of reports responds to three main approaches used in a demonstration to respond to defense downsizing. As no single report could easily meet the informational needs of such a heterogeneous group, the reports were "packaged" into three separate volumes so readers could select the volumes which interested them most. A final volume contained the findings and lessons learned.

This report contains descriptions and analysis of the projects in the demonstration that focused on planning responses to military facility closures or mass dislocations caused by extensive defense-related downsizing in their communities.
